<P>PROBLEM TO BE SOLVED: To provide an asbestos antiscattering agent and an asbestos antiscattering method. Ž<P>SOLUTION: This asbestos antiscattering agent includes water-based film forming inorganic compounds containing silicon or boron. The water-based film forming inorganic compound is obtained by reacting, under water, those components such as a metal silicon, a mineral acid component, and an alkali metal hydroxide at a temperature equal to or higher than 40°C.
