PROBLEM TO BE SOLVED: To enhance low heat generation property of a rubber composition by a simple method. SOLUTION: The manufacturing method for the rubber composition includes: a step for formulating a thiol compound having at least one functional group selected from the group consisting of an amino group, a nitro group, a hydroxyl group, a carboxyl group, a nitrogen-containing heterocyclic group and an alkoxysilyl group (for example, 4-mercaptophenol, (3-mercaptopropyl)trimethoxysilane, etc.) to a diene-based rubber and performing preliminary mixing using a kneading machine without formulating silica; and a step for formulating silica to the obtained preliminary mixture and mixing.
