PURPOSE: A VCO circuit with a level shifter and a semiconductor device including the same are provided to prevent an erroneous operation in a divider by biasing an input voltage applied as a high voltage above a constant level. CONSTITUTION: An input voltage receiver(120) generates a first current according to a first voltage inputted to a VCO circuit(100). A current mirror(140) generates a second current by copying a first current. A frequency oscillator(160) oscillates in response to the second current. An input voltage receiver includes a first input transistor and a second input transistor and includes a level shifter shifting the voltage level of the first voltage to the second voltage. The input voltage receiver includes a first current generator generating the first current corresponding to the second voltage.
