PURPOSE: A communications method by TCP using a bandwidth of a communication network and a mobile communications terminal therefore are provided to obtain dynamically the initial set value of the congestion window. CONSTITUTION: A communication unit(13) receives a congestion window value transmitted from a communications network. The communications unit performs a TCP communications connection about the communications network. A storage(15) stores the received congestion window value. A controller(11) stores the congestion window value received through the communications unit in the storage. The controller controls the communications unit by using the congestion window value.
