PURPOSE: A video recording and reproducing device, a video recording method, a video reproducing method, and a video recording and reproducing method are provided to reproduce video data recorded in a file of MXF(Material eXchange Format) without reproduction delay. CONSTITUTION: An interpreter(12) interprets a memory location of video data recorded in a file. A program data memory unit(14) memorizes the interpreted file without changing the interpreted file in preset file format. A decoder(16) decides the memory location of the video data with reference to reproduction information. The decoder reproduces the video data from the file.
