The present invention provides a digital broadcast receiver capable of curbing memory consumption and shortening time required for channel selection processing. Immediately after channel selection processing is started, when a tuner is unstable, stream control means 104 estimates an identifier of a video packet from a ratio and a bit rate even when information necessary for channel selection is not acquired. Furthermore, the stream control means 104 determines when to store and output which transport packet to curb memory consumption. The stream control means 104, even when information necessary for channel selection is not acquired, sends video packets to a decoder to perform decoding in advance.
