The behavioral pattern of the user is accurately predicted, and the optimal information is selected and provided at each point of time. In a file storing portion (100), information files (F1, F2, ...) about a lot of shops are stored. When the user accesses a search criteria inputting portion (130) from a mobile phone (10) and sends a search criteria including the position information and a key word, a search executing portion (120) retrieves those files having a degree of accordance with the search criteria higher than the reference value. In a list presenting portion (140), tables are prepared which indicate a statistical degree of interestof the user by the geographical region, by the time zone, and by the shop category. The list presenting portion (140) corrects the degree of accordance of the retrieved files based on the corresponding degree of interest of the user in the tables and presents a list of the files sorted in descending order of corrected degree of accordance to the mobile phone (10). The shop information the user selected from the list is distributed to the mobile phone (10) by an information distributing portion (110).
