<P>PROBLEM TO BE SOLVED: To provide an IC card issuing system and IC card issuing method capable of efficiently setting the order of commands transmitted to an IC card and performing the issuing process of the IC card even when different kinds of issuing processes are applied to the IC card. <P>SOLUTION: An IC card issuing machine comprises a command set registering means for registering a command set where a plurality of commands used for the issuing process of the IC card are classified into any command groups, an issuing procedure registering means for registering the issuing process of the IC card in a combination of the command sets, a parameter registering means for registering a parameter for providing a parameter required for each command, a data providing means for providing data of the command, and a means for rearranging the command sets registered in the command set registering means based on the issuing procedure registered in the issuing procedure registering means and transmitting the command in this command set to the IC card. <P>COPYRIGHT: (C)2009,JPO&INPIT |
