PROBLEM TO BE SOLVED: To provide a technology (a broadcasting device and a receiver) capable of surely notifying a user that emergency warning broadcast is started even while the broadcasting service of a broadcasting company which does not perform the service of the emergency warning broadcast and unique broadcast limited to an area are viewed and listened to. SOLUTION: The broadcast receiver (100) is characterized by comprising: a receiving part (110) which receives broadcast waves of digital broadcast; a channel selection part (110) which selects a desired channel of the digital broadcast; and a determination part (152) which determines whether or not the emergency warning broadcast is broadcast in a channel during selection by the selection part (110) when the broadcast waves including information regarding the emergency warning broadcast are received, wherein the channel selection part (110) selects the channel which performs the emergency warning broadcast based on the information regarding the emergency warning broadcast when it is determined that the emergency warning broadcast is not broadcast in the channel during selection by the determination part (152).
