PROBLEM TO BE SOLVED: To provide a fluid-filled vibration damping device capable of exhibiting a vibration damping effect over a wide frequency range and reducing the occurrence of noise and vibration by cavitation. SOLUTION: A communication passage 58 is formed to allow a pressure receiving chamber 64 to communicate with an equalizing chamber 66. The closing rubber elastic plate 74 is placed on the communication passage 58 from the pressure receiving chamber 64 side so that the pressures of the pressure receiving chamber 64 and the equalizing chamber 66 can be applied to both surfaces of the closing rubber elastic plate 74. A restraining means 78 is installed to so partially hold the outer peripheral portion of the closing rubber elastic plate 74 as to come into contact with the partition member 38 at circumferential multiple positions. Since the positive pressure of the pressure receiving chamber 64 is applied to the closing rubber elastic plate 74 to cut off the communication passage 58, and the negative pressure of the pressure receiving chamber 64 is applied to the closing rubber elastic plate 74, the area of the outer peripheral portion of the closing rubber elastic plate 74 coming out of the portion held by the restraining means 78 is separated from the partition member 38.
