PROBLEM TO BE SOLVED: To provide a lead frame, capable of suppressing the deterioration of characteristics even when the same is used for a long period of time, and method of manufacturing the same as well as a light receiving/emitting device.

SOLUTION: The lead frame includes a substrate, a reflection layer formed on one part of the substrate and a characteristic maintaining layer, provided at least on the reflection layer so as to cover the reflection layer and maintain the characteristics of the reflection layer by shielding the reflection layer from outside.
