PROBLEM TO BE SOLVED: To provide a member with a structure easily manufactured, in a heat insulating fireproof panel used as a partition wall in a building. SOLUTION: In the heat insulating fireproof panel having a sandwich structure where predetermined heat insulating materials 21, 22, 23 are filled between the obverse and reverse skins 1, a filling material in heat insulating parts excluding end face forming parts (a core material 21) consists of a mineral fiber body in which fibers are not oriented in a fixed direction, and the adopted mineral fiber body is formed in a tabular shape by compressing mineral fibers together with a binder to obtain a fiber layer, compressing the fiber layer in the longitudinal direction to make it corrugated, and then performing predetermined heat treatment.
