A recording device, a reproducing device, a recording method, a reproducing method, and a storage medium for recording a program that realizes the methods are provided to easily reproduce video data together with voice data, when videos are simultaneously recorded at different frame rates. A first synchronous signal generator(132) generates a first synchronous signal whose frame rate is varied. A second synchronous signal generator(134) generates a second synchronous signal whose frame rate is fixed. A timing detector detects frame timing of the first synchronous signal. Video processors process raw video data into reproducible video data. The video processors generate processing-completed video data in frame unit at a second frame rate in accordance with the second synchronous signal. A voice processor(162) generates voice data in frame unit at the second frame rate.
