A method and an apparatus for forming inserting grooves in a fiber board mattress used in a hot-water mat are provided to obtain an effect of reducing the manufacturing cost by arbitrarily adjusting a distance between a hot water hose and cutting knives installed correspondingly to the hot water hose and coupled to rotary shafts. An apparatus(1) for forming inserting grooves in a fiber board mattress used in a hot-water mat comprises: a table(4) on which the fiber board mattress is put; a first transfer unit(6) installed on a top side of the tip of the table; a second transfer unit(6') installed to a predetermined elevation from the table in rear of the first transfer unit; a protection plate(11) having slots(12) formed in a top side of the table correspondingly to the second transfer unit and spaced from one another at predetermined intervals such that rotating cutting knives(19) are exposed through the slots; first and second rotary shafts which are installed on the bottom of the protection plate, and to which the cutting members are coupled in a state that the cutting knives are attached to the cutting members; a plurality of cutting members(14) for separating the cut fiber board by allowing the cutting knives to cut the fiber board mattress to a predetermined depth only; a control part controlling the rotary shafts to selectively operate the rotary shafts.
