A fluid pressure valve locking damper assembly is provided to prevent the generation of invalid stroke in order to restrain the gear of a change lever from coming off, thereby improving operationality and driveability. A fluid pressure valve locking damper assembly comprises: a first damper body(100) serving as a hydraulic piston and having an oil passage(110); a second damper body(200) serving as a cylinder and having oil inside; and a locking valve(300), located on end tip of the first damper body, switching the inflow of the oil filled in the second damper body. A valve cover(310) is located on the end tip of the first damper body inserted into the second damper body. A first oil seal(120) is positioned at which the first damper body closely adheres to the second damper body. A second oil seal(130) and a seal cover(140) are located on the end tip of the second damper body.
