A modulator of a base station and a modulating method thereof are provided to perform a stable modulation operation by preventing the collision of the interface between a modulation controller, a transmission channel encoder and each modulation process module. A channel control unit(150) produces a transmission channel and a physical channel, and outputs a control command for modulating a physical channel with OFDM(Orthogonal Frequency Division Multiplexing) successively. The transmission channel corresponds to control information at each sector. A modulator(160) generates at least one downlink symbol according to the sector by modulating the physical channel with OFDM according to a control command. The modulator generates at least one downlink symbol according to the sector by performing inverse fast Fourier transform of the physical channel according to the transmission bandwidth through a plurality of inverse fast Fourier transformers. A transceiver transmits at least one downlink symbol to each sector through at least one antenna.
