PROBLEM TO BE SOLVED: To improve transmission antenna diversity gain and reception quality by diversity between users even when an open loop type antenna selection diversity method is combined with scheduling in a mobile communication system where transmission diversity is applied. SOLUTION: A user device is provided with a plurality of antennas, the plurality of antennas are switched, and a reference signal is transmitted in an upstream link. The plurality of antennas are associated with a sub-frame transmitted in the upstream link. The base station device in the wireless communication system where the transmission diversity is applied in the upstream link is provided with: a reception level inputting means for storing a reception level of the reference signal measured for each of antennas of each user device; and a scheduler for scheduling which decides a user device to be allocated to the sub-frame associated with the antenna on the basis of the reception level of the reference signal transmitted for each of antennas of each user device stored by the reception level storage means.
