PROBLEM TO BE SOLVED: To provide a tape carrier holding device for reliably executing the appearance inspection of a wiring pattern formed in a tape carrier for mounting an electronic component. SOLUTION: The tape carrier holding device includes: a conveying means for conveying a tape carrier 7 with an inspected face turned up; image pickup means 15 and 25 for irradiating the inspected face with the rays of light; and a sucking stage 24 formed so as to be freely elevated with an absorption face on the upper face. When the tape carrier 7 is conveyed by the conveying means, the absorption stage 24 is positioned to the lower part where it is not brought into contact with the tape carrier 7, and when the conveyance is stopped, and image pickup is performed by the image pickup means 15 and 25, the suction stage 24 is moved upward, and the upper face is brought into contact with the lower face of the tape carrier 7 so that the tape carrier can be absorbed and held.
