PROBLEM TO BE SOLVED: To provide a carbon fiber filler capable of forming a heat-radiating material having high heat radiation. SOLUTION: The pitch-based carbon fiber filler prepared from meso-phase pitch as a raw material has a mean diameter of 5 to 20μm, a percentage (CV value) of the fiber diameter dispersion to the mean diameter of the fiber of 5 to 20%, and a ratio (B/A) of the theoretical specific surface area (A) to the BET specific surface area (B) of 1.5 to 10.
