PROBLEM TO BE SOLVED: To provide a butyl-based vibration insulating rubber composition improved in a compressive permanent set without causing decrease in physical properties and to provide a vibration insulating rubber using the composition. SOLUTION: The vibration insulating rubber composition contains the following components (A) to (D) as essential components, and the vibration insulating rubber is obtained by using the composition. The components are: (A) halogenated butyl rubber; (B) an azo initiator comprising a polycondensation product of 4,4'-azobis(4-cyano valeric acid) and polyethylene glycol; (C) carbon black; and (D) alkylphenol disulfide.
