PROBLEM TO BE SOLVED: To provide an S/O/W emulsion in which fine S/O particles are dispersed, including a large amount of enclosed material therein and inhibiting the leak of the enclosed material, and provide a method for producing the same. SOLUTION: In the S/O suspension-producing method, a W/O emulsion is dehydrated, thereby the S/O suspension including water-soluble solid substances dispersed in the oil phase in the form of fine particles having an average particle size of 20 nm to 10μm is produced.
