PROBLEM TO BE SOLVED: To provide a water-based composition containing a vinyl alcohol polymer and an adhesive, excellent in various characteristics such as viscosity stability as a solution, fast coating property, initial adhesiveness and water resistance, and assuring safeness. SOLUTION: The water-based composition contains: a vinyl alcohol polymer (A) satisfying an expression of X+0.2Y>90, wherein X (mol%) represents the rate of content of the vinyl alcohol unit and Y (mol%) represents the rate of content of the ethylene unit; and (B) an addition condensate of ethylene urea and glyoxal having the content of 1.2 to 2.0 (mmol) of end aldehyde groups per one gram of the solid content, wherein a solid content weight ratio of the vinyl alcohol polymer (A) to the addition condensate (B) is in a range of (A):(B)=99:1 to 50:50.
