PROBLEM TO BE SOLVED: To prevent a steersman from feeling uncomfortable in a watercraft which has an electric steering mechanism when either a steering wheel or steering device is turned in such a state that a power supply is turned off. SOLUTION: A steering wheel angular velocityθ'h is calculated (step S11), and a steering angle ratio K is set (step S12). Next, a target steering velocityθ's* is calculated (step S13) by multiplying the steering wheel angular velocityθ'h by the steering angular ratio K. The steering device is steered (step S14, S15) at the target steering velocityθ's*. When the steering wheel is not turned, the steering wheel angular velocityθ'h becomes zero, and the target steering velocityθ's* becomes zero, and therefore, the steering device is not steered.
