PROBLEM TO BE SOLVED: To solve a problem that an interlocking table puts down the condition of normal lock in a lock column; on the other hand, any condition of the normal lock is not described in an interlocking sheet; and since the content of description in the interlocking sheet is not agreed with that in the lock column of the interlocking table prepared for manufacturing an electronic interlocking device, there is a possibility of artificial error can enter in a manufacturing process of the electronic interlocking device. SOLUTION: When preparing an interlocking table from an interlocking sheet and manufacturing an electronic interlocking device, the conditions of the normal lock to be described in each lock column of the permitted interlocking sheet and the interlocking table are set to be identical. The processing of analyzing the condition of a track circuit described in a course locking column of the interlocking table and automatically preparing the normal locking condition is incorporated in a tool for converting the data in the interlocking table into the control data for the electronic interlocking device.
