PROBLEM TO BE SOLVED: To provide a manufacturing method of a machining tool for highly accurately and efficiently manufacturing the machining tool to machine a metallic mold to be used for manufacturing an optical element in a short period of time by using high energy ray, and also to provide a manufacturing method of the optical element by using the machining tool manufactured by the manufacturing method. SOLUTION: In this manufacturing method, this machining tool 1 has a flank 4 and a cutting face 2 and a fine structure at a machining portion 6 of a material in which the flank 4 and the cutting face 2 are intersected at a crossing angle of≤90°to machine the metallic mold 14 at the machining portion 6. The method has a step for forming a groove portion 4a extending in a direction orthogonal to the machining portion 6, while chipping a part of the machining portion 6, by irradiating high energy beam 10 toward the machining tool 1 so as to enter the flank 4 in an orthogonal surface in relation to the machining portion 6 and emit from the cutting face 2.
