PROBLEM TO BE SOLVED: To provide a winding device and a rewinding device for metal strips by which a small-diameter coil-shaped metal strip to be scrapped is easily processed and a method of processing the small-diameter coil-shaped metal strip to be scrapped. SOLUTION: The winding device for metal strips which can obtain the aid of magnetic force when drawing out the coil-shaped metal strip in the direction of the center axis of a mandrel 1 and a non-magnetic material 9 is provided at least in a portion of an outer layer of the mandrel 1 or on the outside of the surface of the mandrel 1.
