PROBLEM TO BE SOLVED: To provide an image forming apparatus and method for limiting utilization which can flexibly restrict utilization of resources. SOLUTION: An information forming system comprises a means for managing utilization conditions to manage information of utilization conditions including utilization conditions about resources, a means for utilizing resources to allow utilization of the resources based on the utilization conditions included in the information of utilization conditions corresponding to user's requests, a means for managing information of utilization authority to manage the information of utilization authority which defines existence or nonexistence of the utilization authority of the resources for every user, and a means for deciding to make admission decision of utilization of the resources responding to the user's request based on the information of utilization authority. The means for deciding resolves the problem by allowing even the user who has not utilization authority of the resources to utilize the resources when utilizing the resources based on the information of utilization conditions.
