PROBLEM TO BE SOLVED: To solve the problem that spoofing by registering content by deception is possible since registration device authentication is not required in conventional Web service registration. SOLUTION: A Web service providing device comprises: the registration device; a service storage device having a service information storage section and a service information providing section; and a utilizing device. The service information storage section registers registration device data for the registration device data including service name information, service content information, and a registration device electronic certificate sent by the registration device, when an authentication station issuing the registration device electronic certificate is the one that can register data. The service information providing section searches service content information corresponding to a request service name and outputs it to the utilizing device as service storage device data by request service name information, when the utilizing device electronic certificate is still valid for the utilizing device data that is sent from the utilizing device and includes the request service name information and the utilizing device electronic certificate.
