<P>PROBLEM TO BE SOLVED: To provide a base material with a hard coat film excellent in adhesion with the base material, scratch resistance, scratch strength, and pencil hardness or the like, and having high alkali resistance, and a coating solution used for forming the hard coat film. <P>SOLUTION: The base material with the hard coat film is characterized in that it is composed of the base material and the hard coat film formed on the base material, and the hard coat film is composed of a matrix component and metal oxide particles where a spherical shape coefficient represented by a formula (1): the spherical shape coefficient = (D<SB>S</SB>)/(D<SB>L</SB>) äwherein, (D<SB>L</SB>) is an average particle longest diameter, and (D<SB>S</SB>) is an average short diameter orthogonal to the longest diameter at the middle point of the longest diameter} is within 0.3-0.9.
