<p><P>PROBLEM TO BE SOLVED: To prevent overcurrent firing due to short-circuited contacts and to improve a contact failure by dust or the like in a charger having contacts. <P>SOLUTION: The primary side and the secondary side of a transformer for a switching power supply are separated and a primary side switching element and a diode are connected in parallel. The primary side control circuit controls a voltage with a voltage of a capacitor provided in the primary side snubber circuit. A diode as a secondary side rectifier element and a switching element are connected in parallel and the secondary side control circuit controls the switching of the secondary side rectifier element according to an output voltage, an output current, and a state of a rechargeable battery connected.
