PROBLEM TO BE SOLVED: To achieve the high-speed handover by a radio base station control apparatus which leads out a radio base station apparatus to be handovered in a mobile communication system. SOLUTION: In the mobile communication system, the radio base station control apparatus 1 includes a handover opportunity detecting means 8, a handover control means 9 where a radio terminal device PS selects the radio base station apparatus CS to be handovered to direct the handover, and a CS position information table 10 in order to achieve the high-speed handover.
