PROBLEM TO BE SOLVED: To solve a problem that fuel such as a combustible material containing powder and a particulate such as sawdust and rice hulls is not sufficiently burnt as it is stirred up in burning to cause insufficient contact with combustion air or reduction in a relative speed, and an odorous component (gas-liquid) can be certainly and inexpensively decomposed by being heated to a high temperature if the fuel emits a malodor, however, when the odorous component is put into a combustion space where the fuel is not sufficiently burnt, the odorous component cannot be decomposed since it is not heated to the high temperature. SOLUTION: A cyclone combustion chamber is used for burning the fuel containing the power and the particulate by high-speed air. For completely burning unburnt fuel, a flue is provided downstream of a combustion chamber, and swirling air and the heat quantity of a burner are supplied to the flue to completely burn the unburnt fuel. In the case of fuel having a high water content and a low heat quantity, an air preheater is provided to raise a combustion temperature. The odorous component is blown into the flue to be deodorized.
