PROBLEM TO BE SOLVED: To provide an emulsion fuel feeder capable of feeding an excellent emulsion fuel immediately after the ignition of a burner and also provide a mixer used for the emulsion fuel feeder. SOLUTION: This emulsion fuel feeder 1 comprises: tanks having a water tank 2, a fuel oil tank 3, an emulsifier tank 4, and an emulsion fuel tank 5; a control panel 6; and a steam boiler 8. Heat exchangers 11, 21, 51 are installed in the water tank 2, the fuel oil tank 3, and the emulsion fuel tank 5, respectively. A heater capable of electrically heating is installed in all tanks. Each of the heat exchangers 11, 21, 51 has a mixer therein for fragmentation and uniformization. The fuel feeder receives steam from a steam boiler 8, and separately receives cooling water for heating and cooling. By controlling a control panel 6, a fuel oil, water, an emulsifier, and an emulsion fuel are temperature-controlled mainly by the heat exchangers while the burner is operated. When the burner is stopped or the operation of the burner is completed, the temperature of each tank is optimally maintained by electric heating to ready for the next start of operation of the burner.
