PROBLEM TO BE SOLVED: To provide a structure and a manufacturing method which can sufficiently suppress radial run-out as well as axial run-out of a rotary member for braking combined with the outer face of an attaching flange 16 in the axial direction in the state of being externally fitted to a cylindrical section. SOLUTION: A hardened layer by induction hardening is formed in a periphery of a hub body 13a. The outer periphery of the attaching flange 15 in the axial direction and the outer periphery of the cylindrical section 16 are turned while rotating the hub body 13a with a chuck 31a grasping a cylindrical surface section 20 for external fitting. A reference cylindrical surface section 32 is formed by turning. The hub body 13a is positioned in the axial direction by bringing a shoe into slide contact with the reference cylindrical surface 32, and an inner ring track 19a and the cylindrical surface section 20 for fitting are ground with rotating the hub body 13a by a backing plate sucked to the outer periphery of the attaching flange 15 in the axial direction.
