PROBLEM TO BE SOLVED: To realize a stable and good strip winding condition even if articles vary in their peripheral dimensions in a strip winding device in which a strip is fed to be looped around a periphery of the article and the strip is then tightly wound around the article by fixing the tip portion of the strip and pulling back the strip, and an overlapping section between the tip portion and the subsequent portion of the strip is joined and cut off. SOLUTION: A first film supplying portion 30 for supplying a film F so that the film F is looped around the periphery of the article and pulling back the film is constituted with a feed roller 31 on the driving side and a feed roller 32 on the receiving side, and an encoder 32a is assembled to the feed roller 32 on the receiving side. During the film F is pulled back by the first film supplying portion 30, when a stop of rotation of the feed roller 32 on the receiving side is detected from a signal of the encoder 32a, a driving of a stepping motor is controlled to achieve a pulling force to wind up the article X, while driving of the first film supplying portion 30 is controlled so that the film F is pulled back for a predetermined time in that condition in which.
