PROBLEM TO BE SOLVED: To provide a ring head capable of easily changing a slit width and a throttle width of a fluid flow passage and to provide a method of manufacturing a roller member having a high grade coating film formed on the peripheral surface of an axial core body. SOLUTION: The ring head has a fluid distribution section, a slit structured in a gap between a first and second ring member and opened on the whole inner periphery, a fluid introducing port and a circular flow passage for connecting the fluid distribution section and the slit to each other. In such a case, a spacer for regulating the slit width is arranged between the first and the second ring member, a throttle part for throttling the flow width by a throttle hole of the spacer is provided in the flow passage of the fluid, and the relation between the flow passage cross-section Sa on a supply port side before the fluid is passed through the throttle hole in the throttle part and the whole cross-section Sb of a plurality of the throttle holes satisfies 0.03≤Sb/Sa≤0.30.
