The cell has a common rail diesel injection device for producing pressure and/or shock waves, and fibers in a form of fiber mat supporting ion discharge in a multilayered and rearward manner. A high speed nozzle i.e. supersonic nozzle, is used with a bottle neck wedge for ionization and/or dissociation. The fibers provide removal of free nascent electrons, and the injection device injects water over a critical condition. A water jacket is arranged at the fuel cell.
