A mass data managing apparatus and a method thereof using probability-based verification and clustering classification for improving the stability of the management system are provided to improve the classification accuracy and the recognition rate of cluster. An input unit(10) inputs mass data and filters the confirmation of pre-stored mass data. An input unit outputs and matches data. A classification unit(30) includes the outputted data to a cluster and generates the cluster. A classifier includes the generated cluster. A storage unit(50) stores the updated cluster. A probability-based verifier(70) selects a part between data within the stored cluster. A probability based verification part performs the probability based verification verifying data classification. A manager(90) manages and controls each element.
