PROBLEM TO BE SOLVED: To provide a display panel substrate causing no short circuit between inspecting signal input pads, and a manufacturing method of the display panel substrate.

SOLUTION: The display panel substrate includes a part in which an inspecting signal input pad 114 formed of a metallic film, an insulating film and a conductor layer are formed in a layered manner. An opening is formed in the insulating film, the inspecting signal input pad 114 is entirely exposed through the opening part formed in the insulating film, and the conductor film is formed on the surface of the inspecting signal input pad 114.
