PROBLEM TO BE SOLVED: To provide a production apparatus and method which easily folds a sheet member into pleats of an exact waveform without creasing the sheet member while the sheet member is conveyed stably, and the permeability, elongation, and fracture of the sheet member are prevented, and also to provide a heating element. SOLUTION: In the method for corrugating the sheet member by using a relief-like member, wave attachment is carried out gradually from the middle side toward the out side of the sheet member.
