PROBLEM TO BE SOLVED: To provide a liquid-retaining material having high liquid permeability and liquid retention and excellent shape stability. SOLUTION: The liquid-retaining material is produced by heating a fiber web containing a wet-heat adhesive fiber by high-temperature steam and fusing the wet-heat adhesive fiber to fix the fiber. The liquid-retaining material has a cross-section in a thickness direction, in which fiber adhesion ratios in areas obtained by trisection in the thickness direction are each 85% or less and the ratio of the minimum value to the maximum value of the fiber adhesion ratio in each area is 50% or more. The liquid-retaining material has an apparent density of 0.03-0.2 g/cm<SP>3</SP>, a water absorption rate of 10 seconds or less, a water absorption ratio of 100 mass% or more and may have a dimensional expansion rate by water absorption of 4% or less.
