PROBLEM TO BE SOLVED: To solve a problem wherein there is risk of seizure of a rotor if a radial gap can not be maintained. SOLUTION: An outer rotor 70 can rotate with keeping the radial gap 78 with an outer circumference 80 of the outer rotor and a rotor chamber. An inner rotor 66 cooperatively engages with the outer rotor to define a plurality of pump chambers 96. The plurality of pump chambers 96 is provided with the inner rotor 66 respectively including volume which changes when the inner rotor rotates relatively to the outer rotor during use. The inner rotor 66 is rotatable about a rotary axis arranged with keeping an interval from a center axis and included in a first surface including the center axis. The rotor chamber is constructed to keep the radial gap 78 in at least one direction in the first surface larger than at least one radial gap 7 in the second surface extending perpendicularly to the first surface and including the center axis.
