The present invention is directed to preventing urine excreted in the circumferential portion of a toilet sheet from overflowing without being absorbed in the sheet, is directed to prevent a bad smell from being diffused in a room because even when the remaining amount of toilet sheets rolled into a roll is small, a preliminary toilet sheet is provided, the terminal end of a currently used toilet sheet and the leading end of the previously used toilet sheet are connected to each other when the currently used toilet sheet is removed, and the previously used toilet sheet is reliably packaged, and is directed to solving a breeder's inconvenience of changing a toilet sheet. A set plate is formed lower than the circumferential portion of the toilet sheet so that urine can flow in the direction of the toilet sheet by gravity. A toilet sheet is rolled on the core pipe of the toilet sheet rolled into a roll in the state in which an protrusion engaging member mounted to the terminal end of the sheet are mounted in the core pipe.
