A conductive elastic composite sheet and a manufacturing method thereof are provided to improve properties of matter like tensile strength etc, to prevent degradation of cushion, and decrease the amount of conductive polymer paste used. A conductive elastic composite sheet comprises the followings: release paper(10); a conductive adhesion tape layer or an inorganic conductive adhesion layer(20) which are coated with a conductive adhesion component; a porous sponge elastic body layer(30) coated with superior metal, one or more selected from a group consisting of copper, nickel, gold, silver, tin and cobalt; and a conductive polymer sheet layer(40) casted with conductive polymer paste on a polyethylene terephthalate release film.
