<P>PROBLEM TO BE SOLVED: To provide a catalyst excelling in the catalytic activity and advantageous in cost. <P>SOLUTION: The catalyst has a primary layer and a platinum layer formed on the primary layer. The primary layer in powder is formed of a transit metal or its alloy except elements of the platinum group. A thickness of the platinum layer consisting of platinum is set to 0.4-1 nm. The catalyst promotes both of an oxidation reaction and a reducing reaction.
