PROBLEM TO BE SOLVED: To provide a ground element checking system for detecting an abnormality and an installation failure of a ground element for a protector and an abnormality of setting data in the protector mounted to a railway vehicle. SOLUTION: The ground element checking system is provided with the protector mounted to a traveling train and performing the stopping control and speed restriction control of the train based on contents of the wording of a telegram collected from the ground element at the traveling of the train; and a ground element data check system 3 for comparing recorded ground element data 2 of the ground element collected by a recording function of the protector with the previously prepared ledger ground element data 1 of the ground element. The ground element check system outputs different points of the data required for the control of the protector such as an installation gap of the ground element, the kind of information, the kind of a signal, a signal presentation code, a distance to the stop signal and restriction speed. The protector has an area for exclusively recording the ground element data collected by the traveling of the mounted train as data for ground element detection/measurement.
