PROBLEM TO BE SOLVED: To provide a technique capable of desalinating seawater with a concentration of 35,000 ppm to several hundreds ppm at a low cost in a method for cleaning water by a CDI (continuous deionization) method using electrodes. SOLUTION: With the five of an ion adsorption substance, the cell structure of a flow through capacitor (FTC) 200, the feed of working voltage, the feed of working electric current and a CDI operation as parameters, the optimum values are decided, so as to construct a system.
