<p><P>PROBLEM TO BE SOLVED: To provide a user authentication system using IP address check, and to provide its method. <P>SOLUTION: An effective IP address list is constructed from a user's access log record, and the effective IP address list is included in a session cookie to provide a smooth web service and user authentication even in environment where an IP address dynamically changes. When the IP address is changed, a re-login is requested in utilizing an important web service, and the effective IP address list is updated according to the result of the re-login to adaptively carry out user authentication.
