PROBLEM TO BE SOLVED: To provide an operation general condition information on each equipment to an external manager of a water and sewerage treatment plant. SOLUTION: An operation general condition management device connected to a browsing person's terminal: reads a checking measurement value information from a detailed information storage device which stores the checking measurement value information obtained by measuring each checking item of a status of each equipment in each apparatus in association with equipment identification information which identifies each equipment; has an input means to receive data input of manual input equipment information which is either or both text information showing a status of each equipment and/or information showing a failure in the equipment; stores a criteria value used as a reference value for determining whether the checking measurement value is abnormal in association with checking items for each identification information; determines whether a failure occurs in the equipment based on manual input equipment information, checking measurement value information and a criteria value and creates the determination result information; and distributes the determination result information to the browsing person's terminal as operation general condition information for every equipment identification information.
