PROBLEM TO BE SOLVED: To provide a vehicle controller which performs emergency stop immediately, while preventing rear-end collision of a vehicle running behind. SOLUTION: An ECU of the vehicle controller performs learning processing of running characteristics for the vehicle running behind, based on a detected value of a monitoring sensor of the vehicle running behind. After that, the ECU judges whether there exists possibility of the rear-end collision of the vehicle running behind (procedure S12), because the emergency stop of the vehicle is required due to occurrence of an earthquake. When it is judged that there exists the possibility of the rear-end collision of the vehicle running behind due to the occurrence of the earthquake, warning headway time between two vehicles is calculated to make a driver of the vehicle running behind perceive the emergency stop, and to urge the driver to decelerate (procedure S13), then the controller performs deceleration control targeting on the warning headway time between two vehicles (procedure S14).
